So, at the very beginning of this new adventure, I am reading several books and trolling the internet to learn more. (Also spending money on pencils and paper.) Developing a palette seems to consist of 2 things: 1. buying the pencils and 2. knowing what you have. Here is a printable chart offered by Prismacolor. When you  get a pencil you color in the little pencil outline with the color, so you can tell at a glance which colors you have.

Thanks for sharing that, Susan. 

I am going to use it for my Prismacolor WC pencils.  One for the pencil, then one for the pencil turned into watercolor. 

Should be an interesting task.
